It is a separable proposition which denotes the end as opposed to min مِن which denotes the start.

In some respect it agrees with hatta حَتَّى which denotes the end of space or time and in the esense of ma’ مَعَ to indicate the end of distance

He it is Who created for you all that is on earth then He established the heavenهُوَ الَّذِي خَلَقَ لَكُمْ مَّا فِي الأَرْضِ جَمِيْعًا ثُمَّ اسْتَوَى إِلَى السَّمَآءِ
2-29and proportioned them into seven heavens and He is All Knowing over everythingفَسَوَّاهُنَّ سَبْعَ سَمَوَاتٍ وَهُوَ بِكُلِّ شَيْءٍ عَلِيْمٌ
Then Satan caused them to slip from it so, they were removed from what they were inفَأَزَلَّهُمَا الشَّيْطَانُ عَنْهَا فَأَخْرَجَهُمَا مِمَّا كَانَا فِيْهِ
and We said “Descend you all, some of you enemy to othersوَقُلْنَا اهْبِطُوْا بَعْضُكُمْ لِبَعْضٍ عَدُوٌّ
2-36and Earth will be a dwelling place and a provision for a time”وَلَكُمْ فِي الأَرْضِ مُسْتَقَرٌّ وَمَتَاعٌ إِلَى حِيْنٍ

75-12to your Lord, that day is the comfort (place of rest)إِلَى رَبِّكَ يَوْمَئِذٍ المُسْتَقَرُّ
75-23to its Lord, lookingإِلَى رَبِّهَا نَاظِرَةٌ

77-30“Proceed you to a shadow possessing three columns”انْطَلِقُوا إِلَى ظِلٍّ ذِي ثَلَاثِ شُعَبٍ
78-39that is the true day so who wills, let him take towards his lord, a returnذَلِكَ اليَوْمُ الحَقُّ فَمَنْ شَآءَ اتَّخَذَ إِلَى رَبِّهِ مَئَابًا
79-17“Go to Firaun, truly he has transgressed”اذْهَبْ إِلَى فِرْعَوْنَ إِنَّهُ طَغَى
79-18and say, “would you (like) to purify yourself?”فَقُلْ هَلْ لَّكَ إِلَى أَنْ تَزَكَّى
79-19“And I will guide you to your Lord, so you may fear”وَأَهْدِيَكَ إِلَى رَبِّكَ فَتَخْشَى
79-44to your Lord is its limitsإِلَى رَبِّكَ مُنْتَهَاهَآ
80-24so let man look at his foodفَلْيَنْظُرِ الإِنْسَانُ إِلَى طَعَامِهِ
83-31and when they returned to their people, they returned jestingوَإِذَا انْقَلِبُوْا إِلَى أَهْلِهِمُ انْقَلِبُوْا فَاكِهِيْنَ
84-6O man! truly you are returning to your Lord, a sure returning then you will be the one who meets Himيَآ أَيُّهَا الإِنْسَانُ إِنَّكَ كَادِحٌ إِلَى رَبِّكَ كَدْحًا فَمُلَاقِيْهِ
84-9and he will return to his family in joyوَيَنْقَلِبُ إِلَى أَهْلِهِ مَسْرُوْرًا
88-17Do they not look at the camels, how they are created?أَفَلَا يَنْظُرُوْنَ إِلَى الإِبِلِ كَيْفَ خُلِقَتْ
88-18and at the heaven, how it is raised?وَإِلَى السَّمَآءِ كَيْفَ رُفِعَتْ
88-19and at the mountains, how they are rooted?وَإِلَى الجِبَالِ كَيْفَ نُصِبَتْ
88-20and the earth, how it is spread?وَإِلَى الأَرْضِ كَيْفَ سُطِحَتْ
89-28Return to your Lord well pleased and well pleasingارْجِعِى إِلَى رَبِّكِ رَاضِيَةً مَّرْضِيَّةً
94-8And to your Lord turnوَإِلَى رَبِّكَ فَارْغَبْ
96-8Surely to your Lord is the returnإِنَّ إِلَى رّبِّكَ الرُّجْعَى
